STIMULATING THE IMPLEMENTATION OF SOCIALLY ORIENTED SUSTAINABLE DEVELOPMENT GOALS IN THE NORTH-WEST REGION AT THE EXPENSE OF BUDGET FUNDS
Abstract
From the standpoint of an individual country, it is important that individual regions also actively ensure the implementation of socially oriented Sustainable Development Goals. An important economic tool for such actions is budget financing, the operation of which will allow the redistribution of available funds from local budgets for the implementation of important regional social projects.
The purpose of the study is to evaluate the use of budget financing tools to stimulate the implementation of socially oriented Sustainable Development Goals in the North-Western region of Ukraine at the expense of regional budgets. An analysis of the financing of the socially oriented Sustainable Development Goals in the North-West region at the expense of regional budgets for 2000-2021 was carried out. The change in the specific weight of items of socially oriented expenses in the total expenses of the regional budgets of the region was studied.
The main source of funding for the implementation of the socially oriented Sustainable Development Goals in the North-Western region of Ukraine is the funds of the regional budgets of the Volyn and Rivne regions. During the long period of 2000-2021, the total amount of financing of social and cultural activities increased significantly, but the priority of financing individual expenditure items changed significantly. The share of spending on education has practically doubled (Goal 4), because the financing of education is the prerogative of local budgets. But in the future, this region needs to find additional opportunities to increase funding for the implementation of other socially oriented Sustainable Development Goals 2030 (Goals 1, 3, 5, 10, 16)
