ENVIRONMENTAL MANAGEMENT IN THE SUSTAINABLE DEVELOPMENT SYSTEM OF «ECO-CITY» LUTSK

Abstract

The article examines the significance of environmental management for the formation of an ecologically clean city of Lutsk in compliance with the criterion of sustainable development, with the aim of achieving the European level in the post-war period of development of our state. Accordingly, the need to introduce effective management of urban environmental policy is highlighted.

The main problems of the current city of Lutsk are noted, in particular, the negative impact on the quality of atmospheric air by mobile sources of pollution (transportation), solid household waste, accumulated precipitation at the city's sewage treatment plants, which in turn create an ecological risk not only for the urban environment, but also for health of the local population. In addition, financing by the local authorities for maintaining the proper ecological condition of the city, reconstruction, improvement of the territory, etc. In order to develop the environmental management of this territory, a SWOT analysis of the city of Lutsk was conducted, which noted the positive aspects of the city's infrastructure and, in parallel with them, the existing environmental problems of today, which should be worked on, and some should be invested in.

Attention is focused on the possible potential in the development of the city for further prosperity (modernization of transport infrastructure; improvement of the water supply system, drainage, urban sewage treatment facilities; exploitation of clean energy sources; solving the issue of disposal of solid household waste; increasing the area of ​​greening; developing an assessment of the impact on the environment of certain areas facilities; planning for the protection of the city's natural environment). And with the investment of nature protection measures and replenishment of the city budget. On the basis of the obtained results, an author's model of management in the field of environmental protection and nature management was created for the further development of Lutsk as an «eco-city», which regionally borders European states with natural, historical-cultural and cultural-scientific resources.
