DEVELOPMENT OF DIAGNOSTIC METHODS OF INNOVATIVE SYSTEM OF REGIONS OF UKRAINE

Abstract

The article gives examples of some regions of Ukraine, which have been creating innovative systems for ten years, they have passed a certain way in this direction and gained some experience (in Kharkiv, Ivano-Frankivsk, Dnipro). The developed diagnostic methods are based on international, Russian and Ukrainian methodologies, methods and techniques.

To build a methodology for diagnosing the innovation system of the region, evaluation elements are identified. Analytical matrices are formed for each evaluation element. It is proposed to consider the assessment of the content of innovation activity, the assessment of the innovation resource and the educational potential of the region as integral indicators of assessment.

Methods of diagnostics of scientific and innovative resources and educational potential are considered as one of the means of forming the innovation system of the region. The sequence of diagnosis (assessment) of RIS: confirmation of the diagnostic methodology and the choice of parameters for assessing the state of RIS; selection of RIS assessment indicators (indicative assessment of these parameters has features in each region); formation of the information base necessary for carrying out diagnostics according to the established parameters and indicators; choice of methods and tools for collecting information; analysis of the received information; development of recommendations for the development of the innovation system of the region.

The use of methods for diagnosing the state of scientific and innovative activities in the region allows more effective implementation of basic management functions: motivation, control and organization of activities, as well as special management functions – identifying potential and resources for innovative development of the region.
