PROSPECTS OF RURAL AREAS INFRASTRUCTURE DEVELOPMENT
Abstract
The article highlights promising aspects of infrastructure support for the development of rural areas. Attention is focused on the need to form an effective system of infrastructure support for rural areas, which will be based on the combination and interdependence of a number of priority areas and activities that have a significant impact on the economic development of the investigated territories. Within the framework of infrastructure support, the processes of relations in the sphere of production, distribution and consumption of manufactured products and services are activated. The interests of interested persons, entrepreneurs, businessmen are realized, the processes of rural revival are being initiated, and at the same time the standard of living of the population will be improved. In addition, the development of infrastructure support will contribute to the formation of a comfortable living environment for rural residents, make it possible to realize their personal potential by activating their creative abilities. It is noted that the spatial organization of production, in modern economic conditions, is determined not only by the emphasis on the development of a particular sphere, but also by the territorial economic system, which allows the development of the territory as a whole and the priority type of economic activity, in particular.
In the course of the study, it is proved that the development of rural areas is considered primarily from the point of view of effective agricultural management, but now the need is caused by the activation of non-agricultural activities. In tandem with the effective management of agriculture, balanced rural development will be ensured, in general. It is noted that the process of ensuring the balanced development of rural areas largely depends on the support of the state. Primarily it depends in terms of institutional support, organizational assistance in attracting investment resources both domestic and foreign, as well as activating the development of the agricultural sector as an economic necessity, which allows solving the food security of the country and its regions, including creating a comfortable living environment and living of rural residents, increasing their well-being and well-being. In this context, infrastructure support is a significant component of the revival of rural areas. The study highlights the legislative, legal and regulatory support for rural development. Thus, the established state strategy for regional development for the period 2021−2027 is of great importance, which clearly identifies territories, including rural ones, that need state support. It is proved that planning of rural development should take place on the basis of an integrated approach, as an interdependent integral set of sectoral and territorial approaches. This strategy outlines the need to use specific mechanisms and individual tools of the state, in particular financial support from the state budget to ensure competitive advantages of territorial development, primarily based on taking into account their existing potential and resource capabilities
