INNOVATIVE DEVELOPMENT OF THE REGION: HUMAN CAPITAL MANAGEMENT
Abstract
The article notes that the regions of Ukraine have their own peculiarities in socio-economic development. In this regard, the level of human capital development in the regions is different. The necessity of developing an approach to the management of human capital in the region capable of taking into account the peculiarities of the region's economy is shown, the purpose of which is to develop the necessary level of human capital for the needs of the innovative economy.
The study of the experience of modern innovation leaders showed that in Ukraine the level of perception of innovative transformations in the economy by people and society as a whole is insufficient. We consider it necessary to consider the management of human capital in the interests of the innovative development of the region inseparably at the micro- (measures based on investment, aimed at development, the acquisition of values by the individual in the form of knowledge, skills, abilities, moral and willful qualities) and meso-levels (measures aimed at the distribution human capital according to the needs of the real sector of the economy).
In 2004, the World Bank proposed the Knowledge Index (KI), which measures a country's ability to create, receive and disseminate knowledge and is an indicator of the overall potential for knowledge development in a particular country. The constituent sub-indices of the knowledge index are given, and on the basis of indicators for 2019, the place of Ukraine in the development of the knowledge economy is revealed.
The index has shortcomings in terms of incompleteness of information on the state of certain aspects of regional development. The procedure for calculating the "Knowledge Index" has been improved, which allows taking into account the regional features of the region's personnel scientific research potential and the region's contribution to the innovative development of Ukraine's economy. A mechanism for implementing the model of human capital management in the interests of the innovative development of the region is proposed
