ASSESSMENT OF THE DEVELOPMENT OF THE SOCIAL AND SOLIDARITY ECONOMY IN UKRAINE ON THE BASIS OF THE SOCIAL PROGRESS INDEX
Abstract
The purpose of the article is to assess the development of the social and solidarity economy in Ukraine based on the index of social progress and to identify the main factors affecting these processes. To assess the development of the social and solidarity economy, it is important to focus on a system of indicators that will allow a comprehensive assessment of the impact of various factors on this sphere. Taking into account the instability of the official statistical base, changes in state policy priorities, to assess the level of development of the social and solidarity economy, it is advisable to use the Social Progress Index, which is published annually by the non-commercial rating organization Social Progress Imperative.
Analysis of the dynamics of the index of social progress showed that Ukraine worsened its position after the beginning of Russia's aggression, but in 2021-2022, despite the negative consequences of the coronavirus pandemic and the beginning of a full-scale war, the situation improved, because during this period the role of the state in solving social problems increased. Based on the correlation-regression analysis, it was found that in order to increase the level of development of the social and solidarity economy due to the growth of the Social Progress Index, it is important to ensure the growth of GDP in comparable prices. This will make it possible to attract additional financial resources to the state budget, increase the level of employment of the population, business efficiency, and also make it possible to increase state social support and develop the social responsibility of business.
