ANALYSIS OF THE BEHAVIOR OF THE TERRITORIAL COMMUNITIES OF THE REGION IN THE CONDITIONS OF WAR REGARDING THE FINANCIAL SECURITY OF SUSTAINABLE DEVELOPMENT

Abstract

The purpose of the article is to conduct an analysis of financial support for the sustainable development of territorial communities of the Volyn region in the conditions of war based on the study of the main items of budget revenues. The implementation of all the UN Sustainable Development Goals defined at the national and regional levels during the war in Ukraine is significantly complicated, because the priority tasks remain defense and security, as well as the timely solution of the complex of social problems of the community's residents. This is generally in the context of the implementation of the socially oriented UN Sustainable Development Goals (Goals 1, 2, 3, 4, 5, 8), as well as Goal 16 "Peace, justice and strong institutions". The analysis showed that urban territorial communities (Lutska, Volodymyr-Volynska, Kovelska) and their neighboring communities, as well as communities located in the border zone with Poland, were most self-sufficient during the war. The high self-sufficiency of the Manevytsika community is mainly due to the presence of powerful budget-generating forestry enterprises. A low level of financial self-sufficiency is mainly characterized by the communities of the Northern and Eastern parts of the Volyn region due to the low economic activity of economic entities and the low population density in these territories. Therefore, in the future, it is important to investigate in more detail the possibilities of attracting additional sources of financing to increase the amount of own income of these communities.
