ORGANIZATION CUSTOMS AND LOGISTICS INFRASTRUCTURE OF VOLYN REGION IN WAR CONDITIONS
Abstract
The reformatting of Ukrainian logistics faces with many problems and difficulties, such us traffic jams on highways, the capacity of checkpoints on the borders with the EU, the difference in the width of railway tracks, etc. The overcoming these challenges is not only the problem of state, but also of local authorities, which should create favorable conditions for the development of customs and logistics infrastructure in their regions.
The development of customs logistics in Volyn takes place within the framework of general technological, organizational and legal changes taking place in Ukraine, and also takes into account military challenges. The region, that borders with Poland, already plays an important role in international trade, gradually becoming the major customs and logistics hub, which includes customs posts, checkpoints and other facilities that help to ensure the fast and smooth movement of goods across the border.
At the same time, the current realities, the unstable security and political-social situation in the country often lead to the fact that the existing infrastructure is unable to cope with large flows of goods and transport and, as a result, arise problems of moving across the customs border. Today, Ukraine is negotiating the opening of additional 4 joint checkpoints on the border with Poland (it will significantly speed up the process of crossing the border, because customs and border control will be unified), two of which are planned in Volyn. In addition, two dry ports will be operational in the near future.
