THE MECHANISM OF IMPLEMENTATION OF PUBLIC-PRIVATE PARTNERSHIP IN THE POST-WAR TRANSFORMATION OF UKRAINE

Abstract

The article examines the implementation mechanism of public-private partnership (PPP) and defines its role in the reconstruction of Ukraine. The authors emphasize the importance of PPP as an effective tool of cooperation between the state and the private sector to ensure the post-war development of the country and reduce the burden on the budget system. It is noted that a public-private partnership is a cooperation between the state and the private sector, which allows the implementation of a certain project with joint participation. At the same time, it is important that such cooperation aims to fill the gaps in state management, and not to reduce its responsibilities.

In the course of the study, the main forms of implementation of public-private partnership were considered and the main areas of their application were determined. The state of PPP implementation in Ukraine over the last three years was analyzed and the main problems faced by the parties of this partnership during the implementation of joint projects were highlighted. The main components of the PPP mechanism are defined and considered. In particular, such as methods, tools and sources of funding. The legislative basis for the implementation of public-private partnership in Ukraine is reviewed. The main principles of PPP are systematized.

The authors formed and graphically presented the mechanism of implementation of public-private partnership. Recommendations are provided for improving the process of cooperation between the public and private sectors of the economy. The expediency of creating a national coordinating body on the basis of the existing ones is substantiated withwith the aim of forming central and regional teams to search for investors, develop and implement projects. The influence of the developed PPP mechanism on the infrastructural reconstruction of Ukraine and its economy as a whole is determined.

The results of the study can be useful for authorities, businesses and public organizations interested in participating in public-private partnerships.
