Abstract

The article is a detailed study of the problems of strategic management of the territorial community in Ukraine under martial law and post-war reconstruction, focusing on the specific example of the Sumy territorial community. The authors analysed the main indicators of the community's socio-economic development in 2021 and 2023, carefully studying the trends and dynamics of changes. In particular, a comparison of community budget revenues and expenditures was made.

The article reveals the main threats and challenges facing the territorial community, identifying the key aspects that affect its development. Particular attention is paid to identifying those factors that may affect strategic management in the post-war period of reconstruction.

The authors emphasise the need to change the strategic directions of community development, taking into account the new realities and challenges that arise in the current socio-economic context. The proposed recommendations and conclusions can serve as a basis for formulating effective strategies for managing a territorial community in the context of modern challenges and changes.
