PUBLIC DIGITAL POLICY DEVELOPMENT AND E-BUSINESS IN UKRAINE

Abstract

The article is devoted to the analysis of the leading role of the state in the processes of digital development and e-business in Ukraine and the need for the systematic formation of state policy. The concept of the state policy of digital development is defined as a set of measures based on current legal acts aimed at the development and implementation of digital technologies in all spheres of public life of the state, with the aim of ensuring effective and innovative development of the economy, improving the quality of life of citizens, ensuring national digital security and other strategic goals of the state, and documents are given that regulate relations arising in the field of e-business and digital development. It was emphasized that in Ukraine, according to the formation and implementation of the state policy of digital development, e-business, e-government, IT industry, provision of electronic and administrative services, open data, electronic trust services and electronic identification, development of national electronic information resources and broadband access the Ministry of Digital Transformation of Ukraine (created in September 2019) is responsible for the Internet.

The state policy of digital development creates conditions for the development of the digital economy and the use of digital technologies in public administration, science, education, business, health care, culture and other areas and ensures access and quality of Internet services for the population and raising the level of basic digital literacy of citizens , supports state programs and initiatives aimed at developing digital infrastructure, increasing the competitiveness of the national economy with the help of digital technologies, creating an electronic government and ensuring information security in the state. Normative legal acts (documents containing legal norms adopted by public authorities) are presented, the task of which is to provide a legal basis for the development of digital technologies and e-commerce in our country, as well as to create conditions for increasing the competitiveness of Ukrainian companies on the international market and protection interests and rights of consumers. And it was also emphasized that an effective state policy of digital development and e-business in Ukraine should be holistic and comprehensive, based on scientific research and best practices, and should take into account analytical data, expert knowledge and practical realities in order to determine strategic directions of development, responding to business needs and society in the digital environment. Therefore, the state policy of digital development and e-business will be effective if scientific and practical aspects related to the development of infrastructure, cyber security, innovation, education, other spheres of society and economy are taken into account.
