PRIORITIES FOR IMPLEMENTING THE CONCEPT OF DECENT WORK IN UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION AND POST-WAR RECOVERY

Abstract

The article analyzes the significance of European integration processes for implementing the concept of decent work in Ukraine. Integration into the European economic space creates prerequisites for improving national labor legislation, raising labor standards, and enhancing social protection. It has been studied that the current stage of European integration requires the adaptation of the Ukrainian legal system to EU standards, particularly in terms of protecting labor rights and ensuring adequate working conditions. Key challenges have been identified, including the low level of minimum wages, economic instability, and the lack of systemic reforms hindering the implementation of European standards. The study examines the experience of EU countries in ensuring decent work. It was noted that countries with high minimum wages and developed social protection systems provide stable conditions for workers and a favorable business climate. A comparison with Ukraine highlights significant gaps that can be addressed through the implementation of effective reforms and the adaptation of successful European practices.

The role of the "Decent Work Program in Ukraine 2020–2024" has been studied. This program aims to improve social dialogue, enhance employment productivity, and improve working conditions. It is based on a results-oriented approach and takes into account national priorities. A new priority has been proposed—focused on social support and reintegration of vulnerable population groups, such as veterans, internally displaced persons, and people with disabilities. This approach addresses the modern challenges posed by the war and contributes to Ukraine's post-war recovery. The proposed changes can be implemented only through coordinated cooperation between the government, businesses, trade unions, and the scientific community. The article emphasizes that such measures will contribute to raising social standards, improving working conditions, and ensuring sustainable economic growth. European integration opens up opportunities for Ukraine to build a modern economy based on the principles of decent work, social justice, and the protection of citizens' rights.
