THE ROLE OF STRATEGIC PLANNING IN THE DEVELOPMENT OF THE CROSS-BORDER REGION AS A COMMON GLOBAL LOGISTIC SYSTEM

Abstract

The article reveals the essence of strategic planning and its importance in the formation of global logistics systems, the stages of strategic planning of cross-border region as a single global logistics system.

Global logistics reflects a trend characterized by the movement of entrepreneurial activity from its specialization in individual countries and regions to a multi­organized world market economy. The micromodel of such a global space is the cross-border region, which essence and economic nature, as well as the possibility of increasing competitive advantages as a subject of international economic relations, require a coordinated approach to the organization of logistic operations within a common logistic system, which will be shaped by the economies of the regions participants in cross-border cooperation. The development of logistics infrastructure is one of the prerequisites for enhancing the dynamics of international trade, the investment attractiveness of regions and cross-border cooperation.

Interest in the study of strategic behavior, which allows any system to survive in the long-term competition, has grown dramatically in recent decades. Today dictates the need for management that would adapt the logistics system to a rapidly changing environment.

Strategic logistics management is a systematic process of finding opportunities to act, forecasting the consequences of these actions, developing a logistics project, formulating management decisions, specific actions and timing for

their implementation in order to achieve the goals set in the future; is a highly professional management activity with its logistical structural specialization, aimed at the survival of the logistic system of the enterprise in an uncertain environment.

It is investigated the logistic issues should be integrated into the overall socio-economic development strategy of the cross-border region. In the market analysis and policy-making process, it is necessary to identify customer needs and select distribution channels. When evaluating the various policy alternatives and subsequently identifying the most competitive strategies, it is important to consider all factors associated with the delivery, storage and promotion of goods.

Integration of business entities into multi-level logistics platforms is one of the important conditions for improving the functioning of infrastructure of the economy of the border regions in terms of integration into a single cross-border economic space. Coordination of efforts of state authorities and market entities on the basis of macrologistic platforms will allow to streamline the process of movement of material resources, to significantly reduce costs in all its phases, and thereby to facilitate the optimal integration of the state's economy into the system of international economic relations.
