DEVELOPMENT AND USE OF TARGETED MANAGEMENT SYSTEM FOR THE WATER SUPPLY ORGANIZATIONS

Abstract

Problem of development of targeted management system of organizations belong to the field of water supply and removal is considered in this article. The basis of such a targeted management system is grounded on the following instruments: the management by objectives approach of P. Drucker, development of balanced scorecard system with specialized (for water supply field) and baselines indicators, planning of their targets levels with the budgeting, and reduction of gaps between results and objectives with appropriate controlling system. The benefits of water supply and sewerage complex organizations as natural monopolies are also taken into account. Possibilities of such system using for improving the efficiency of functioning of organizations of this specified sphere are shown.
