GLOBAL EXPERIENCE IN IMPLEMENTING THE PUBLIC-PRIVATE PARTNERSHIP MECHANISM: POST-WAR CONCEPT

Abstract

This article examines the historical development of the concept of public-private partnership (PPP) as an effective mechanism for the restoration and modernization of infrastructure. In particular, it explores the role of PPPs in the post-war transformation of countries that have experienced significant destruction due to military conflicts or natural disasters. Based on an analysis of the experiences of the United Kingdom, Germany, Japan, Serbia, Kosovo, and Rwanda, the key advantages of PPPs are identified: attracting private capital, reducing the burden on public budgets, improving project management efficiency, and integrating international resources.

Special attention is paid to the implementation of PPPs in post-war Europe within the framework of the Marshall Plan, which enabled the creation of modern models of state-business interaction. It is noted that the success of PPPs depends on factors such as transparency of management, community involvement, support from international organizations, and adaptive state policies.

In the context of modern Ukraine, which faces large-scale destruction due to military actions, PPPs hold significant potential for the recovery of infrastructure, social facilities, and economic growth. Recommendations are proposed for adapting successful foreign PPP models to Ukrainian realities, particularly in the sectors of transport, energy, and agriculture. Emphasis is placed on the importance of implementing combined financing models that include international grants and private investments.

The study highlights the importance of PPPs as a strategy to ensure sustainable development, integrate the economy into the global community, and build modern infrastructure focused on the needs of citizens.
