FEATURES OF FORMATION OF THE REGIONAL INNOVATION DEVELOPMENT PROGRAM
Abstract
Innovative development of the regions of the state is not only a way of dynamic development and success, but also a means of ensuring the security and sovereignty of the regions of the country, its competitiveness in the modern world.
One of the most important factors in this process is the formation of a model and the identification of problems of implementation of the innovative development program, which should ensure the effectiveness of innovative activity in the socio-economic processes of the region.
Implementation of the program of innovative development will allow to create in the regions of Ukraine an innovative ecosystem, which can become the engine of accelerated economic growth, will promote the introduction of new technological solutions.
The basic directions of formation, development and formation of innovative development of Ukraine are confirmed by the determination of state bodies not only to declare to the regions the choice of the innovative development scenario, but also to create favorable conditions for its real implementation, connected with the implementation of regional programs of innovative development.
The innovative development of a region is its capacity for self-renewal, self-improvement, adaptation to change and the ability to generate products and services of scientific and technological progress. World experience shows that sustainable development of the region and maintaining its competitiveness in the long run depends not only on resource but also on innovative potential. Innovative processes occurring in economies of varying degrees of maturity may have similar characteristics. At the same time, innovation activity in different countries may differ depending on many factors: prevailing industries in the economy, institutional conditions, national development priorities, the degree of state influence on innovation processes in the region, availability of financial incentives for innovation implementation, development of regional innovation infrastructure, geographical and cultural features of the country's regions, etc.
Thus, practice shows that at present, economic growth is based on innovative development, which includes, among others, managing the process of knowledge accumulation, which is embodied in new progressive technological and managerial decisions.
The economic development of Ukraine in 2016-2018 was mainly characterized by positive developments in the direction of overcoming the manifestations of negative economic development processes and the formation of the foundations for ensuring the medium-term prospect of sustainable economic growth
